The transformation of these islands began with the arrival of the Raiden Shogun, the Electro Archon who sought to preserve her nation unchanged. She believed that true stability required that time, tradition, and society remain eternal, and under her guidance, Inazuma was unified under the Shogunate. Local lords were subordinated, rituals and laws dictated daily life, and the islands became a land of disciplined order. Centuries into her reign, the Raiden Shogun implemented the Vision Hunt Decree, confiscating visions from her people to prevent the rise of personal power that might destabilize her ideal of Eternity. Those who retained visions became symbols of hope and defiance, quietly reminding the nation that the human spirit could not be contained by law alone.

Despite her strict governance and the resulting isolation of Inazuma from the rest of Teyvat, the islands thrived internally.
